Cons: City is small
The Old Town is one of the best preserved and intact medieval cities in Europe and is listed as a UNESCO World Heritage Site. Another significant place is the Kadriorg Park. We also found that taking the tram in Tallin was an adventure! See the 8 minutes intro https://youtu.be/q95GY0-hfG0

This town is worth all of it's hype. The ships dock right downtown. The city is clearly visible and so you an walk right there. The old town, while quite small, is full of wonderful architecture, delightful squares and plenty of shops. This might be the best place to buy amber. I really like the green amber. I'm not sure you really need a tour. There are tours that go out of town to a hunting lodge. The old town is completely open and easy to navigate although those with walking issues might want to take it easy. There are lots of stairs.
